New Mexico Dona Ana County is planning to build the Mesilla Valley Regional Dispatch Authority building in Las Cruces. The project entails constructing a 23,000-sq-ft building that will serve as a dispatching center for emergency services. The facility will possess a high degree of survivability, redundant systems and protected communications linkages to ensure its continued operation during power outages, catastrophic storm events and other scenarios. New York Alcoa is planning to remediate a 7.2-mile-long contaminated stretch of the Grasse River near its Massena East and West plants. The project entails dredging approximately 109,000 cubic yards of contaminated sediment from areas of the river close to the shore and capping about 225 acres of sediment in the river's center with clean sand and gravel to isolate the contamination. In addition, another 59 acres will receive an "armored cap" of large rocks to isolate contamination. The remediation scheme was determined by the Environmental Protection Agency. The planning and design phase is expected to take two to three years; the cleanup is expected to take an additional four years. The job has been valued at $243 million. The project entails building three earth-covered, standard-munitions storage modules, a munitions maintenance and handling facility, and a munitions holding pad. The modules will include pier and grade-beam foundations designed for expansive clay soils, with reinforced concrete floors and precast-concrete walls and roofs. Kansas 2/8 McCarthy/Mortenson NBAF Joint Venture, the construction manager, is seeking subcontractor bids to build the National Bio and Agro-Defense Facility (NBAF) in Manhattan. The job entails the construction of six two-story buildings, totaling 630,000 sq ft. Containing biosafety level-4 labs needed to study animal diseases that can be transmitted to humans, the facility will replace the 50-year-old Plum Island Animal Disease Center, Long Island, N.Y., which has only biosafety level-3 labs.
