Balfour Beatty Construction Services US, Dallas, has promoted President Mark Layman to the added roles of chairman and CEO at the end of 2013, says the firm. He will succeed Robert Van Cleave, who has served in those positions since 2003; previously, Cleave was CEO of building firm Centex before its 1996 sale to Balfour Beatty. John Tarpey remains COO.

Kurt R. Fraese was elected president of ASFE: The Geoprofessional Business Association, a

 Fraese
geotechnical professionals group. He is CEO of GeoEngineers Inc., a 300-person earth-science and technology firm based in Seattle.

The Boldt Co., an Appleton, Wis., contractor, has named Rick Walter as vice president of power. Most recently, he was a vice president at Houston-based KBR. Boldt says its work in the sector includes construction of gas and coal generation facilities, environmental retrofits, alternative-energy plants and powerplant maintenance.

Larry Beam has joined WSP Flack + Kurtz as senior vice president. He previously served as president of Girard Engineering, a 45-person consulting engineer in Falls Church, Va.; he held that position since 2005.

Parsons Brinckerhoff, New York City, has named Ron Tober as a senior adviser for transit policy and strategy based in Charlotte, N.C. He is formerly principal consultant for urban transportation management at InfraConsult LLC. Tober also was deputy CEO of Sound Transit in Seattle and CEO of the Charlotte Area Transit System. He is a past chairman of the American Public Transportation Association. George Chan also has joined the firm as managing director of structural engineering for its China region. Based in Hong Kong, he was a director at Arup and led its structural engineering team in that city.

Gilmartin

New York City developer Forest City Ratner Cos. has elevated to president and CEO, MaryAnne Gilmartin, executive vice president in charge of commercial and residential development.

In these new roles, she succeeds company founder Bruce Ratner, who remains executive chairman. Gilmartin, who joined the Brooklyn-based developer in 1994, has overseen many of its major projects, including the Barclays Center arena and the Atlantic Yards project, both located in Brooklyn.

Romolo Raciti has joined Parsons Corp., Pasadena, Calif., as a senior vice president and manager of its engineering and environmental services division. He was senior vice president of business development in the energy and chemicals group at CH2M Hill Cos. and vice president of operations for its Middle East-North Africa region. Raciti now is based in Sugar Land, Texas.

JMT, a Sparks, Md., engineer, has named new vice presidents: D. Sean McCone, Dimitre P. Petrov and Michael C. Kolar, who are based in Sparks, as well as Rodney N. Hayzlett and Arthelius A. "Trip" Phaup III in Richmond; Gary D. Campbell in Virginia Beach, Va.; Randy L. Boice in Herndon, Va., and Michael E. Miller in York, Pa.
