Cindy Johnsen, office administrator for Granite Construction Inc.'s Southern California region, was named president of the National Association of Women in Construction (NAWIC). A 17-year company veteran, she is a member of NAWIC's San Bernardino-Riverside chapter. NAWIC has more than 140 U.S. chapters and affiliates in Canada, Australia, the U.K., South Africa and New Zealand.

Parsons Brinckerhoff, New York City, has named David Wallace vice president, to manage its work for the U.S. Energy Dept.'s National Nuclear Security Administration. He is based in Herndon, Va. Wallace was vice president in charge of CDM Smith's federal unit in Oak Ridge, Tenn., where he managed projects for NNSA and the Tennessee Valley Authority. He is a past president of the National Contracts Management Association.

Deborah Gill, controller for Clark Nexsen PC, a Norfolk, Va.-based architect, planner and engineering firm, has been elected president of the National Society for Design Administration. It is the largest organization for architectural and engineering firm managers and administrators.

Kleinfelder, a San Diego-based engineer-consultant, has named Shawn Powers vice president of human resources. A former U.S. Army captain, he was, most recently, senior HR director at Control Components Inc. (CCI), a leading manufacturer of control valves for nuclear, fossil fuel and oil and gas facilties.
