VIRGINIA Developers Larry Cluff and Chris Chadwick plan to renovate the historic Piedmont Mills building in Lynchburg. The five-story, 60,000-sq-ft building dates to the 1870s. The developers expect to convert the mill building and the silos adjacent to it into over 80 apartments, along with retail and commercial spaces. Phase One will entail converting the mill building into 52 apartments, and is expected to cost $5.5 million. The silos will be developed into 28 additional apartments in Phase Two. Bids/Contracts/Proposals

CALIFORNIA Gafcon Inc. has been awarded a contract by the University of California at Los Angeles to provide pre-construction and construction-management services for Phase 2 of the Weyburn Terrace Student Housing Project. The project will consist of a nine-story residential building containing 500 studio apartments and a commons building featuring meeting and reception spaces, and administrative offices. The two buildings will total 275,000 sq ft. Gafcon is initially responsible for reviewing bid documents, providing schedules and sequencing plans, and assisting in developing the construction bid package. The project will be bid in February, and construction is expected to start in May and be completed by summer 2012. The project is valued at $121 million. CALIFORNIA Synergy Electric Co. has been awarded a $9.4-million firm-fixed-price task order under a previously awarded multiple award construction contract for the installation of photovoltaic systems at Marine Corps Base Camp Pendleton, located in Oceanside. The work entails full engineering, procurement, installation and testing of a solar-power generating facility with a peak power production of 1,445 kW. MICHIGAN Better Built Construction Services Inc. has been awarded a $9.6-million firm-fixed-price contract by the U.S. Army Corps of Engineers for the construction of an Army Reserve Center at Fort Custer, near Augusta. VIRGINIA The Whiting-Turner Contracting Co. has been awarded a $13.1-million firm-fixed-price contract by the U.S. Army Corps of Engineers for the renovation of Building 10500 at Fort Lee. The renovation includes new interior partitions, toilet facilities, janitor rooms, elevator and exterior curtain-wall systems. The project is expected to be completed by June 2011.
