RCRA was enacted by Congress in 1976 to provide “cradle-to-grave” management of hazardous wastes, and evolved out of the 1965 Solid Waste Disposal Act (SWDA). Amendments were later added to RCRA to provide a mechanism for cleanup of hazardous waste facilities. Those amendments, along with the resulting guidance and policy documents, have shaped the RCRA corrective action process. The overall goal of RCRA corrective action is to cleanup releases of hazardous wastes and hazardous constituents that pose an unacceptable risk to human health and the environment. The RCRA corrective action process includes several primary elements including: initial assessment, facility investigation, interim measures, remedial evaluation, and remedy implementation.
