Stephen M. Seeger and Michael C. Zisa have joined New York City-based construction, surety and contracts law firm Peckar & Abramson P.C. as partners, in Washington, D.C. Both were partners at D.C.-based Seeger P.C., which dissolved. Five other Seeger attorneys now are P&A associates.

James R. Brown has joined Sam Schwartz Engineering (SSE), New York City, as a principal and director of environmental planning. Most recently, he was national and regional director of transportation resources at HDR and also served as environmental-services technical director for Parsons Brinckerhoff. SSE also hired Joe Iacobucci as the Midwest transit director, based in Chicago. He was strategic planning and policy manager at the Chicago Transit Authority.

Howard Sackel has joined engineer-construction manager The LiRo Group as vice president, in New York City. He had been New York City manager for T.Y. Lin International and senior vice president of URS Corp.

William H. Goldstein has been elevated to director of Lawrence Livermore National Laboratory, Livermore, Calif., and president of Lawrence Livermore National Security LLC (LLNS), which manages the science, technology and security research lab for the U.S. Energy Dept. He had been the lab's deputy director for science and technology.

LLNS is made up of Bechtel, BWX, URS Corp., the University of California and Texas A&M University.

Connie Crawford has been elevated to lead the global rail and transit design practice of Berger Group Holdings Inc. (Louis Berger), Morristown, N.J. A senior vice president, she formerly led its U.S. transportation engineering division. Crawford is a former senior vice president and chief engineer at the New York City Transit Authority.
