MUNIZ
Lydia Muniz has been promoted to director of the U.S. State Dept.'s Bureau of Overseas Buildings Operations, which oversees design and construction of U.S. embassy facilities around the world. She succeeds Adam E. Namm, who was confirmed by the Senate on April 26 as ambassador to Ecuador. Muniz, who has been acting in the role for several months, had been principal deputy director since 2009.

Maj. Gen. Michael R. Eyre has been named to command the U.S. Army Corps of Engineers' Trans-Atlantic division in Winchester, Va. He had been serving as deputy commanding general for military and international operations and as deputy commanding general of reserve affairs for the Corps in Washington, D.C.

 

DOAN
Ben Doan has joined Professional Service Industries Inc., an Oakbrook Terrace, Ill., engineer, as senior vice president. Based in Tampa, he previously served as vice president and senior practice manager at Atkins North America. Doan also is a past president of the Construction Management Association of America.

Suffolk-Roel, an Irvine, Calif., division of Boston-based Suffolk Construction Co., has hired Daniel Dumke as executive vice president and chief operating officer. Formerly project director for The McCarthy Building Cos. Inc., he now supervises the firm's western region.

KBR Inc., Houston, has named two new unit presidents. David Zelinski leads the downstream business unit in the firm's hydrocarbons group, and Richard "Rich" Ambrose heads the North American government and logistics unit in KBR's infrastructure, government and power group. Zelinski was senior vice president and business line leader for the downstream business line of Fluor Corp.'s energy and chemicals group, with clients in the refining and gas-conversion sectors. Ambrose was chairman, president and CEO of ASRC Federal Holding Co., a U.S. government consultant.

Environmental Systems Design Inc., or ESD, Chicago, has promoted four managers to senior vice president from vice president: Daniel Michaud, who leads its technology systems business unit; Sunny Puri, a specialist in design and commissioning of data centers and like facilities; Michael Kern, human-resources manager; and Joe Geyer, finance manager. ESD ranks at No. 282 on ENR's list of the Top 500 Design Firms.
