Project Shamal Development - Topsides and Infrastructure Works
Abu Dhabi, United Arab Emirates
Award of Merit, Airport/Port
Submitted by China Harbour Engineering Co.
Owner: Abu Dhabi Ports
Lead Design Firm: Jacobs
Contractor: China Harbour Engineering Co.
Located within Khalifa Port, the 7.43-million-sq-ft project includes three main areas: a container stacking zone, a building construction area, and external road connections. Work scope encompassed infrastructure such as a stacking yard that exceeds 3,900 by 1,900 ft in size, pipe networks and 22 single-building structures. The project also includes offices, substations, workshops, housing, entry and exit gates, gas stations, asphalt roads and external connection cables.
A prolonged design phase delayed construction as engineering and procurement teams coordinated to ensure equipment met design requirements. Long lead times for materials—many sourced from Europe—were further complicated by regional instability as Houthi attacks on ships in the Red Sea disrupted shipping routes, forcing early procurement commitments. Additionally, all buildings required approval from Abu Dhabi Municipality and a building completion certificate before operation.
To accelerate approvals, the team formed a stakeholder-led task force dedicated to liaising with government agencies. Active assistance from the project owner further streamlined communication, the submitter said, enabling faster permitting and progress despite the project’s logistical and regulatory hurdles. The project with a $155-million construction cost was completed on budget and on schedule.
