COLORADO

St. Charles Town Company LLC is planning to convert a former 64,000-sq-ft sugar factory into the Longmont Center for Arts and Entertainment, the first step in transforming the century-old, 40-acre sugar mill complex in Fort Morgan into a residential neighborhood. The concept plan for the entire project calls for preserving its historic structures while adding 1,638 multifamily units and 600 townhomes, as well as 250,000 sq ft of commercial space. LOUISIANA

Battelle Memorial Institute is planning to construct the Project Cypress Direct Air Capture Hub in Calcasieu Parish. The facility will remove CO₂ directly from the atmosphere via chemical reactions. Large fans will circulate ambient air into a filtration system where solid adsorbents grab the CO₂. The CO₂ is later driven off the adsorbents using either a vacuum or heat before it is either sequestered deep underground or siphoned for other industrial purposes. Climeworks Corp. and Heirloom Carbon Technologies Inc. are helping Battelle to develop the technology, while Gulf Coast Sequestration will sequester the anticipated 1 million tons of CO₂ the project will pull annually from the atmosphere. OREGON

Savion LLC is planning to build the Yellow Rosebush Energy Center, a proposed solar energy farm with a generating capacity of approximately 800 MW. The facility would be located within a site boundary of approximately 12.6 sq miles of private land zoned for exclusive farm use in Wasco and Sherman counties. It will also include: an energy storage battery system with up to 800 MW of capacity; a collector substation; a power collection system; an operation and maintenance building; an approximately 4.5-mile overhead 500-kV grid-interconnection transmission line and point of interconnection. VIRGINIA

The Virginia Dept. of Transportation is planning improvements to the Jeff Todd Way Corridor in Fairfax County. The project entails widening Route 1 (Richmond Highway) between SC 619 (Jeff Todd Way/Old Mill Rd.), SR 235 (Mt. Vernon Mem. Hwy.) and SC 5255 (Napper Rd.). The project will widen Route 1 from a four-lane undivided roadway to a divided, six-lane roadway with bicycle and pedestrian accommodations. Construction is expected to begin in July 2026. NEW HAMPSHIRE

The New Hampshire Bureau of Public Works is planning to modernize the state fish hatcheries and is currently evaluating bids submitted by design firms. The outdated hatchery in New Hampton will be replaced with a 150,000-lb-per-year fish production center, consisting of: a 9,600-sq-ft building containing rearing and broodstock tanks along with conditioned office and crew space; a 16,000-sq-ft pavilion-style intermediate building containing rearing tanks and a recirculating aquaculture system; and a 60,000-sq-ft tension-fabric structure grow-out building containing rearing tanks and a recirculating aquaculture system. There also will be new hatcheries in Berlin and New Durham. All the new hatcheries will be designed to meet state and federal standards for discharge of phosphorous and other nutrients. NORTH DAKOTA

Epic Companies has started constructing the Wave Waterpark Resort in Fargo. It will include the four-story, 135-room Wave Hotel and a 50,000-sq-ft water park. 5/21 The Metropolitan Water Reclamation District is seeking bidders to rehabilitate 367 ft of 24-in. x 27-in. semi-elliptic concrete sewer and 2,466 ft of 22-in. x 23-in. semi-elliptic concrete sewer; perform concrete spall repairs in 447 ft of 12-in. x 16-in. rectangular double barrel concrete sewer; rehabilitation of seven large connecting structures and three small connecting structures; rehabilitation of six manholes; removal of all stop logs and replacement of dual-flap gate within DS-P.
