CHA Consulting Inc., Albany, N.Y., has elevated Jennifer Chatt to executive vice president. Formerly senior vice president of human resources since joining the firm in 2017, she now is chief people officer; Chatt also was formerly HR vice president at Key Bank and at NY Independent System Operator Inc.

Oil and gas sector engineer and construction services firm Anvil Corp., Bellingham, Wash., has promoted program manager John Mahoney to president, succeeding Gordy Lindell, who is chairman. Mahoney is a former operations vice president at Fluor. Dan Lewis is elevated to chief financial officer from controller.

David Baird, an executive vice president at Los Angeles cost and project management consultant Cumming, is promoted to chief operating officer, succeeding Mike Jensen, who has retired. Named president is Derek Hutchison, also an executive vice president, who now will manage the firm’s M&A platform. Cumming reports $200 million in global revenue and 815 employees in the U.S. and U.K.

New York City-based construction law firm Peckar & Abramson P.C. has elevated Levi Barrett, Denis Ducran and Christopher Kinzel to partner. Ducran is in Houston. P&A also promoted to senior counsel David Bennet in River Edge, N.J., and Tracey Williams in Dallas.

In a succession, Irvine, Calif., design firm Ware Malcomb elevated Executive Vice President Kenneth Wink to CEO, replacing Lawrence R. Armstrong, in the role for 28 years. Executive Vice President Jay Todisco now is president. Ware Malcomb also elevated Vice President Matt Brady to executive vice president and named CFO Tobin Sloane also an EVP.

Tuttle

James L. Tuttle Jr., 77, an aviation executive and former division president and group chairman at HNTB, died on Dec. 27 in Acworth, Ga., after complications from cancer, said a family obituary. He had been project manager of Hartsfield-Jackson Atlanta International Airport’s $410-million development program from 1976 to 1982, including its record-setting 104-gate terminal expansion and minority firm outreach that earned him an ENR citation in 1980.
