Louisiana Newpark Resources Inc. is planning to expand its Carenco plant, where it manufactures mats used for temporary work sites, such as oil fields, construction projects and access roads. The 50,000-sq-ft expansion will double the plant's size. Construction is expected to start in January 2014 and be completed by late 2015. The project's value has been estimated at $41.1 million. Michigan/Ontario, Canada Borealis Infrastructure Management Inc., Canadian Pacific Railway Ltd. and the Windsor Port Authority are planning to construct the Continental Rail Gateway Tunnel, a rail tunnel between Detroit and Windsor, Ontario, under the Detroit River. The 2.8-kilometer-long, 8.4-meter-dia tunnel will accommodate, unlike the existing tunnel, double-stacked containers and multi-level rail cars. HDR Inc., the MMM Group and Hatch Mott Macdonald Group Inc. has completed design and engineering work. Construction is expected to start in the second or third quarter of 2014, and the estimated cost is $400 million.
