Alaska The Alaska Dept. of Transportation is planning to build an all-season road from Kotzebue, south across the Baldwin Peninsula to a beach access area near Cape Blossom. The project would reconstruct 2.7 miles of Air Force Road south of the Hillside Road intersection; after reaching the Kotzebue Electric Association Wind Farm, it would continue south for another 8.9 miles, across Sadie Creek, and terminate at a beach access ramp. Arizona Tedllurian Development Co. is planning to build two hotels as part of the Rio Salado Business Park at 2100 Rio Salado Pkwy. in Tempe. California The Judicial Council of California is planning to build the Indio Juvenile & Family Courthouse in Indio. Kansas The U.S. Dept. of Homeland Security has awarded an $834-million contract for the third and final phase of the National Bio and Agro-Defense Facility (NBAF) to the McCarthy Mortensen NBAF Joint Venture. Nevada Fulcrum BioEnergy has awarded Abengoa a $200-million engineering, procurement and construction contract to build a biofuel refinery in McCarran. The Sierra BioFuels plant will employ gasification technology to convert municipal solid waste into renewable syncrude, which will be upgraded to more than 10 million gallons of jet fuel annually.
