President Bush has nominated Federal Highway Administration's deputy administrator, J. Richard Capka, to be the agency's administrator. Capka, whose nomination was sent to the Senate on March 7, has held FHWA's number-two post since August 2002. He would succeed Mary Peters, who left the top FHWA job last July to return to her home state of Arizona.
Before joining FHWA, Capka was CEO and executive director of the Massachusetts Turnpike Authority, overseeing the Boston's Central Artery/Tunnel project--the "Big Dig."
