Senate Appropriations Committee Chairman Robert Byrd (D-W.Va.) has postponed a vote on a second supplemental spending bill that would include infrastructure funds. Byrd called off a slated July 24 committee vote on the bill two days before it was to occur, citing a busy floor schedule and uncertainty over action on oil and gas drilling. Byrd says Democratic leaders are committed to taking up the bill in September.
