The Office of Management and Budget’s latest annual report on federal regulations says seven major final rules issued in fiscal 2006 had estimated annual benefits of $6.3 billion to $44.8 billion and costs of $3.7 billion to $4.3 billion. OMB’s July 3 report says the big item was an Environmental Protection Agency particulate-matter standard, with benefits of $3.8 billion to $39.9 billion and costs of $2.6 billion to $2.8 billion.
