Construction of a $5.2-billion pipeline to transport oil from Alberta’s oil sands to the U.S. is expected to begin next quarter, following a Record of Decision by the U.S. State Dept. TransCanada, Calgary, Alberta, proposed the 1,830-mile-long Keystone Pipeline from Alberta to Patoka, Ill., in February 2005. In early 2006, the company added a 291-mile extension from Nebraska to Oklahoma. Last October, the company awarded $3 billion in contracts for major materials and pipeline construction. TransCanada expects the Presidential Permit for crossing the international boundary to be issued within 15 days of the ROD.
