“I think they are beneficial and they can work,” says Moore, who adds that they must be “implemented in the right way.”

The report recommends a “positive error management” climate, where workers' experiences and communication regarding errors and injuries are used to improve safety protocols and prevent future problems.

“The supervisors and the organizational structure should be one that supports open communication about injuries and a focus on problem solving and learning,” says Moore. “Taking a near miss or an accident and learning from that experience instead of punishing that near miss is more beneficial and promotes a better climate where open communication can exist.”
