Bartlett Cocke General Contractors in San Antonio has elevated Harry Moeller to president. He has been with the company since 1985, most recently serving as executive vice president. In that role, he succeeds Randy Pawelek, who will transition to chairman while remaining CEO. Pawelek became president of the company in 2008.

Kevin Byrd has been promoted to vice president of operations, Central Texas region. James Anderson has been promoted to South Texas regional manager. Mark Christensen has been promoted to East Texas regional manager.

Roger Soto has joined Ziegler Cooper, a Houston architecture firm, as senior principal and director of design. Most recently, he was president and design director at Odell, Richmond, Va. Soto also served as design director, based in Houston, for HOK. Ziegler Cooper was ranked No. 496 on ENR's list of the Top 500 Design Firms.

Chris Schultz has been promoted to president and chief operating officer of Raba Kistner Consultants. He has been senior vice president since 2004 and will continue to act as practice leader for geotechnical engineering.

Robert Costigan, the firm's former president and COO, has announced his retirement. The firm says he will serve in a new role as a senior consultant.

NCI Building Systems, Houston, has elevated Brooke Mathes-Yep to vice president of corporate marketing. She will lead the development of a new central marketing group. Patrick Racelis has been promoted to creative director. The firm designs, manufactures and markets metal buildings and components for the nonresidential construction industry.

Matt Daniel has joined KBR Building Group as senior vice president and general manager for Texas operations. Daniel will focus on expanding and managing KBR Building Group's commercial construction business in Texas.

Aaron Sterns has been promoted to senior associate at Wiss, Janney, Elstner Associates Inc. He joined the engineering firm in 2006.

Kevin Miller has been promoted to managing principal for SWCA Environmental Consultants in Austin and San Antonio. He joined the firm in 1993 and also serves as program director for cultural resources for the two offices.

Jason Travis has joined Group Contractors LLC as its Houston division manager. He was senior project manager for GR Birdwell Construction LP in Houston. Wayne Hebert was also named project manager for the firm's civil division. He had been employed by Bollinger, Lach and Associates Inc., Indianapolis.
