Richard W. Galloway was named senior vice president of the water and environment (W&E) group at Atkins. He had been vice president of federal business development and planning director at CH2M Hill. Galloway has 35 years of professional experience as a consultant and contractor to government agencies and private-sector clients. In his new role, he will develop strategies for Atkins' W&E Group in the Texas area and across the country.

Arthur Stoddart has been named executive vice president of GL Noble Denton's operations in the Americas, which are based in Houston. He previously spent four years as managing director for the firm's U.K. mid- and downstream consultancy. Stoddart is a specialist in the structural and hydrodynamic design of floating production storage and off-loading units.

Diego Rincon has joined The Louis Berger Group as vice president of global aviation. He was most recently the assistant director of Dallas Airport Systems. Rincon's experience includes assignments throughout Asia, Latin America, Europe and the Middle East; additionally, he has managed airport redevelopment programs and terminal planning projects in the U.S.

Jason Morgan has been appointed vice president of operations at Cadence McShane Construction Co., Dallas. He previously served as senior project manager and director of operations for the firm.

AECOM recently announced two new additions: VT Madhavan has joined the company as global director of program controls for AECOM's global water business. He was previously senior project controls manager at CH2M Hill. Madhavan is providing oversight and program controls leadership on major water and wastewater projects and programs in North America and throughout the world. Brian Adams also joined AECOM's global water business as a director responsible for client service and project management for select clients in the Dallas-Fort Worth area as well as throughout Texas and the Southern U.S.

Jason Hart has been promoted to principal of JQ Engineering, Austin. He was most recently team leader of industrial facilities at the firm. Hart is currently overseeing JQ's project work with Luminant, the largest power supplier in the North Texas region.

Contractor McCarthy Building Cos. Inc., St. Louis, has hired Jim Stevenson as president of a newly created division in Houston. Stevenson is the former CEO of W.S. Bellows Construction Corp., a position he had held since 2007. Stevenson is a longtime board member of the Associated General Contractors' Houston chapter and its current chairman. Since 2009 he has led the Construction Career Collaborative, a local industry initiative that seeks to boost the size of the Houston area's craft work force. In addition, Jeff Wagner was promoted to vice president of operations at McCarthy Building, Dallas. A seven-year veteran at the firm, he had previously worked for The Weitz Co. and Bechtel.

Tom Ellis has been named head of HNTB Corp.'s Houston office. He has been with HNTB for 12 years, most recently serving as the office leader for the firm's Austin and San Antonio offices. Ellis will oversee all operations of the office and a staff of 45 infrastructure professionals.
