Cliff R. Hall has joined Stantec as a principal in its Dallas-based transportation practice. Bringing more than 27 years of domestic and international experience in delivering bridge, light-rail transit, airport, major freeway interchanges, railroad and road projects, Hall is responsible for maintaining technical quality on client projects and the company's business development initiatives throughout Texas.

Joseph Sensabe was hired by ARCADIS as vice president of Malcolm Pirnie, its water division, and location leader of the company's New Orleans and Metairie offices. He is a former supervisory project engineer for the U.S. Army Corps of Engineers' New Orleans District.
HOK, Houston, announced two new hires. Peter Ruggiero is design principal and will direct design teams for all Gulf Coast region projects. He was formerly design partner at Skidmore Owings & Merrill in Chicago, studied at New York Institute of Technology and Harvard Graduate School of Design and was adjunct associate professor at Columbia University, from 1999-2003. Mark Henderson is HOK's new health-care director and will oversee Gulf Coast work in that market. He previously worked as the principal health-care market leader for the architectural firm NBBJ in Seattle.

Hardin Construction Co., Austin, Texas, has announced three staff promotions. Steven Paredes is a superintendent, while Brent McGee and Nick Sultenfuss are now project managers.
LJA Engineering, Houston, has announced three promotions. Meleida Sierra is a senior project engineer in the firm's water-wastewater division. Lydia Mares is a project manager in the firm's transportation division, as is Tanya Lindquist.
Karen Lacey has been hired by design firm Jaster-Quintanilla, Austin, Texas, as a marketing and business development professional. She previously co-managed the marketing department of Hastings+Chivetta Architects.
