Julie L. Labonte will join the San Francisco office of MWH Global as vice president and director of program management for the Americas, beginning in January 2014. Labonte is a professional civil engineer with more than 25 years of experience in utilities engineering for the private and public sectors. Until the end of 2013, Labonte will remain in her current position as director of the San Francisco Public Utility Commission's Water System Improvement Program—the largest wet infrastructure program ever undertaken by the city and county of San Francisco. Labonte was named the American Society of Civil Engineers 2013 Government Civil Engineer of the Year. In 2011, she received ASCE's award as Outstanding Civil Engineer in the Public Sector in the state of California.

Labonte serves on the Construction Management Association of America national board and was recently named to the board of directors of Africa Development Promise. Labonte has a master's degree in civil engineering from San Diego State University and a master's in environmental engineering from the University of California, Berkeley.

Jeffrey Hoopes has been chosen as the new CEO of Swinerton in San Francisco, and

Gary Rafferty has been named to succeed Hoopes as president. Hoopes, a 30-year construction industry veteran, joined Swinerton in 1984 as a project engineer and worked his way up to become the company's president.

Rafferty, who has worked at Swinerton since 1985, will continue in his current position as COO in addition to taking on his new role as president.

Jeff Dunn

DUNN
has joined Arup's San Francisco office, where he will lead the firm's geotechnical engineering team. Dunn's three decades of experience include previous work as a professor of geotechnical engineering. He taught courses that included shallow and deep foundation design and settlement evaluation, physical-chemical soil behavior, groundwater hydrology and geotechnical aspects of heavy construction. He received a bachelor's degree and a master's and a doctorate from the University of California, Berkeley.

Marco Hanawi has been named director of retail architecture at Ware Malcomb's Irvine office. Hanawi has worked at the firm since 2000 and previously served as its director of resource services. His 20-year career also has included management of retail, commercial and industrial accounts.

Joe De La Garza has been hired by the San Diego office of Parsons Brinckerhoff as a senior supervising engineer, managing regional traffic-engineering projects. He has almost two decades of experience in managing diverse transportation projects, with a focus on improving mobility for road users. De La Garza received a bachelor's degree in civil engineering from Lawrence Technological University in Southfield, Mich.

J. Angel Iraheta

IRAHETA
has joined Stantec's Irvine office as a senior rail designer. Iraheta has more than 23 years of industry experience directing design management of rail, transit and civil works projects. Previously, he served as regional engineer on the project management team supporting the Los Angeles-to-San Diego segment of the California high-speed rail program. Iraheta earned his bachelor's degree from California State University, Los Angeles.
