Selene Lenox was promoted by Gilbane Building Co. to vice president and district manager of business development. She is based in San Jose and has been with Gilbane for eight years.
Parsons Corp., Pasadena, announced several personnel changes. Gina Trombley was named senior vice president of mining and international rail infrastructure. She previously worked for GE Transportation, a unit of General Electric Co. Trombley is a former U.S. Army intelligence officer. Garold B. "Gary" Adams was named to the newly created position of global operations director for Parsons Transportation Group Inc. Avis M. Russell, a vice president and director of contracts and procurement, was named to the added role of chief compliance officer. Angelle M. Roussel, a vice president, was named treasurer. She succeeds George L. Ball, who remains executive vice president and chief financial officer .

Davis Thresh was promoted to associate/vice president level. He will work from the San Jose, Pleasanton and Orange County offices. Thresh has been with BKF since 1990. His responsibilities include managing large surveying projects, such as the Bay Area Rapid Transit District extension to the San Francisco airport, high-speed rail from San Jose to San Francisco and the Silicon Valley Rapid Transit-BART extension. Jacob Nguyen was promoted to associate in the San Jose office. He has experience in site development, including corporate campuses, universities, hospital and medical office buildings and affordable- and senior-housing projects.
Matthew Wartian was hired by Burns & McDonnell as a regional business development director in its environmental studies and permitting group. He is based in San Diego.
