Boris Fyerman has been named a senior supervising engineer in the Los Angeles office of Parsons Brinckerhoff. In his new position, Fyerman will be responsible for traction power design and coordination, working on the Westside Subway Extension, the Regional Connector, phase 2 of the Expo light rail from Culver City to Santa Monica and the Gold Line Foothill extension in Los Angeles.

Also at Parsons Brinckerhoff in Los Angeles, John Jacobsen has been named a supervising architect, responsible for developing detailed designs for transit and light-rail projects, and Dirk Braxton has been named a lead mechanical engineer for mechanical designs for the Metro Westside project. Douglas Conyers joins Parsons Brinckerhoff as senior supervising engineer for design work on the Expo light-rail project, and John Trautmann has been named a senior supervising architect, responsible for architectural design and documentation for the Expo light-rail phase 2 project.

Samuel Fajner has joined technology consultancy TEECOM, Oakland, as associate principal and regional vice president of business development for the Bay Area. Fajner joins TEECOM from KMD Architects, where he most recently held the position of marketing director.

Mike Cobelli has been promoted to chief operating officer of Skanska USA Civil Inc., Riverside. Cobelli will be responsible for allocating and assigning operational resources across all of Skanska USA Civil's offices, working closely with executive vice presidents in every region. Cobelli has more than 26 years of industry experience, all with Skanska. He has worked in several regions of the U.S. and has a portfolio that includes highway and transit projects on the East and West coasts.

William H. “Hank” Dahl Jr. has been promoted to principal at IBE Consulting Engineers, Los Angeles. He had been a senior associate. Before joining IBE in 2006, Dahl collaborated with IBE on the mechanical-electrical-plumbing systems design for the Taubman Museum of Art in Roanoke, Va., and the Getty Villa Renovation in Malibu.

With 35 years of electrical engineering design experience, Dahl has worked on large medical and medical-research laboratory facilities, museums, entertainment industry projects and office buildings. He is a member of the Illuminating Engineering Society of North America. IBE also has promoted three staff members to associates: Henrik Hertz, electrical engineer; Teofilo “Teng” Ernesto Yadao, lead plumbing engineer; and Qing “Carol” Li, mechanical engineer.

Daniel N. Adams, currently executive vice president at Jacobs Associates, San Francisco, has been elected the firm's president and chief executive officer. William W. Edgerton, currently president and CEO, will assume the position of chairman of the board.

Adams has focused most of his 22-year career on underground construction. He joined Jacobs Associates in 1995, was elected to the board of directors in 2000 and was promoted to principal and vice president in 2002.
