"There are a couple of drivers. First, capital improvement taxes passed a few years ago are now having a positive impact. Second, there is improvement in the economy in Colorado and so there's more construction work going on there. The result is those Colorado construction companies that were coming north to Wyoming are now staying in Colorado to work."
