Crews are gearing up in Virginia to build a 45-mile high-occupancy express lane network in Hampton Roads. 

A design-build JV of Dragados USA, Vinci, Dodin Campenon Bernard and Flatiron Constructors is leading the $3.9-billion project, which will double capacity with two new 7,900-ft-long bored tunnels.
