David Bannister has joined Halcrow Yolles, the Toronto structural engineering firm, as senior principal. He is formerly a partner and vice president of structural engineering at MMM Group Ltd. and had been a partner with Carruthers and Wallace Ltd. Also joining Halcrow Yolles, in the role of senior associate, is Ken Sissalkis. He had been project engineer at Halsall Associates Ltd.

Lord, Aeck & Sargent, an Atlanta architecture firm, has promoted Benjamin W. Elliott to principal in its science studio, which specializes in the planning and design of scientific facilities, including academic, government and corporate research laboratories.

Balfour Beatty Construction, Dallas, has named Jeffrey A. Brannen as senior vice president and chief legal counsel for two Texas divisions, Charter Builders and SpawMaxwell. He had been a construction attorney with a Dallas law firm, Canterbury, Elder, Gooch, Surratt, Shapiro and Stein. Brannen is vice chairman of the construction law section of the Dallas Bar Association.

Christian Agulles has been elevated to managing director of the Washington, D.C., office of New York City-based engineer WSP Flack + Kurtz. He succeeds Milton Iriarte, who is leaving the firm. WSP did not disclose Agulles’ former position but said he is a 17-year firm veteran.

Gresham, Smith and Partners, a Nashville- based building engineer, has named Stephen E. Kulinski as executive vice president of corporate and urban design and land-planning marketing. Formerly vice president, he also is founding president of the Tennessee chapter of CoreNet Global, an association of real estate professionals.

Nolte Associates Inc., a Walnut Creek, Calif., engineer and construction manager, has hired Michele Bellows and Michael Hollingsworth as senior engineering managers. Bellows had been project manager with the Alameda County Transportation Authority. Hollingsworth is formerly an assistant director in the design division of the Contra Costa County (Calif.) Public Works Dept.

John A. Sporidis has joined Vanderweil Engineers, a Boston-based mechanical and electrical consultant, as managing principal; he will be based in Alexandria, Va. He had been a Washington, D.C.-based principal of consulting firm Arup. Sporidis served as senior vice president and managing director of Syska Hennessy Group in metropolitan Washington. He also is past chairman of the ACE Mentor program in the Washington area.

HBE Corp., a St. Louis-based design-build firm that specializes in hospital construction, has named Tom Bice as corporate vice president. He is formerly executive vice president of Henneman Engineering Inc. and has held executive positions with Cannon Design and The Murphy Co., according to HBE, which has 400 employees.

David J. Segmiller has joined New York City-based architect Perkins Eastman as managing principal in its Charlotte, N.C., office. He formerly managed the senior-living practice of design firm FreemanWhite Inc. Segmiller is the former senior housing council chairman of the Urban Land Institute and previously served as the Baltimore chapter president of the American Institute of Architects, according to the company.

LeChase Construction Services LLC, Rochester, N.Y., has promoted David Vaughn to vice president. He is based in Binghamton, N.Y., and joined the firm in 1995 as a project manager. LeChase ranks at No. 103 on ENR’s list of the Top 400 Contractors, reporting about $510 million in 2009 revenue. m
