J. Bryan Jordan has been named president and CEO of Jones & Carter Inc., a Houston-based civil and electrical engineering firm, effective on Jan. 1. In those roles, he replaces founder J.R. � Bob � Jones, who becomes chairman. Jordan, who joined the 260-person firm in 1992 as an entry-level engineer, had been its operations manager. He is president-elect of the Houston chapter of the Texas Council of Consulting Companies. Jones & Carter ranks 345th on ENR�s list of the Top 500 Design Firms, with $30.4 million in 2009 revenue.

TRO Jung|Brannen, a Boston-based architect and engineer, has named Choy F. Ng principal and technical director. He had been a principal at Tsoi Kobus. Also joining the firm as an associate is Sapir Ng, who had been an associate and senior project designer at Tsoi Kobus. TRO Jung|Brannen ranks 314th on ENR’s list of the Top 500 Design Firms, recording $34 million in 2009 revenue.

Steve Rich has joined Clayco Realty Group, a unit of Clayco Inc., a St. Louis developer and design-build firm, as a principal. He had been a principal at Townsend Capital and was a founding partner of Argus Real Estate Partners. The company says it has annual revenue of $755 million.

Barry J. Schulz has been elevated to president of the transportation group at PBS&J, the Orlando, Fla., engineer and construction management firm. Formerly the group’s national sales director, he replaces Max D. Crumit, who has left the firm. PBS&J is a unit of The PBSJ Corp., which was acquired by U.K.-based engineer Atkins in October 2010.

William P. May Jr. has been promoted to vice president of STV Inc., the New York City engineer. He now is based in Houston as Southwest region operations manager, says the firm. May was project manager and a senior mechanical engineer for STV in Douglassville, Pa. Ronald A. Russo has joined STV’s buildings and facilities division as a program manager in the energy and environmental group. He is formerly director of engineering and construction at Sunoco Logistics Partners.

Blake Thomas has been named vice president of the municipal projects group at Randall Mechanical Inc., an Apopka, Fla., mechanical contractor. He was Southeast regional manager at HD Supply. Randall is Florida’s seventh-largest mechanical contractor, according to a ranking of regional specialty contractors by Southeast Construction magazine, now known as ENR Southeast.

TLC Engineering for Architecture, an Orlando-based design firm, has named Ben Cole a director and principal. Now based in Dallas, he had been a senior mechanical project engineer in the firm’s Jacksonville, Fla., office. TLC ranks at No. 261 on ENR’s list of the Top 500 Design Firms, with $37.9 million in 2009 revenue.

Jukka Pahta will join Pöyry PLC, the Vantaa, Finland-based engineer, as executive vice president and chief financial officer on March 1, the company says. He is currently executive vice president, CFO and deputy to the CEO of Myllykoski Oyj, a Finnish paper manufacturer. Pöyry ranks 37th on ENR’s list of the Top 150 Global Design Firms, with $940 million in total design revenue.
