Minda Xu has been named vice president and regional director for business and strategic development in China for AECOM Technology Corp., Los Angeles. She had been vice president for China with New York City-based McGraw-Hill Construction (which also publishes Engineering News-Record). Xu, based in Shanghai, formerly worked for Standard & Poor’s, also a unit of McGraw-Hill Cos.

KBR, the Houston-based engineer-contractor, has named Dennis S. Baldwin vice president and chief accounting officer. Prior to joining the company, he served in a similar role at engineer-contractor McDermott International.

Granite Construction Inc., Watsonville, Calif., has promoted Terry Eller to vice president, general counsel, corporate secretary and corporate compliance officer, following the retirement of Michael Futch. Eller joined the contractor as deputy general counsel in May; she previously was international general counsel for construction consultant 5MRK. Prior to that, she was vice president of international law for Washington Group International.

Engineer-architect Parsons Brinckerhoff, New York City, has appointed John Murphy as chief financial officer. He previously served Canadian conglomerate Irving Group as vice president of transportation services and vice president of its marine and industrial division. He also had been executive vice president of finance and finance director of the engineering and construction division of Kvaerner ASA, London.

Ric Sorbo has joined CH2M Hill Cos., Denver, as senior vice president of its energy and chemicals business group. He is based in the engineer-contractor’s Houston office and was, most recently, senior vice president at Shaw Energy and Chemicals.

Anita Moran has joined the Dallas office of engineer-architect Dewberry, Fairfax, Va., as a principal. She will lead the firm’s activities within the southwest region. Most recently, Moran the education, science and technology studio leader for WHR Architects; prior to that, she was vice president and principal at F&S Partners Inc.

Titan Consulting, Naples, Fla., has named Kendhal Beal vice president for all its West Coast operations. Formerly marketing director of CieAura, a health and wellness company, Beal will oversee the opening of a new Los Angeles branch for the construction industry management consultant.

Jim Lindner has joined TranSystems, Kansas City, Mo., as its national market-sector leader and senior vice president in the engineer-architect’s Philadelphia office. He will work to expand TranSystems’ maritime service lines. Lindner was a partner at engineer Han-Padron until its acquisition by Halcrow in 2005, when he became a senior vice president in the new parent firm.

Tracy L. Williams joined engineering firm Donohue & Associates Inc., Indianapolis, as vice president of business development. She had been business development representative for Aqua Utility Services, Jeffersonville, Ind.

Terex Corp., Southaven, Miss., has named Jim Robbins vice president and general manager in the Americas for its unit, Terex Construction. He was with the equipment maker for five years, most recently as vice president and operations general manager for another unit, Terex Cranes.

Engineer TRC Cos. Inc., Lowell, Mass., appointed Robert Jurasin as a vice president, principal and practice leader of the firm’s transportation design group in the eastern U.S. He previously served as vice president and client services director for the Northeast transportation business group at Denver-based CH2M Hill Cos. and as senior vice president in the Northeast region for Wilbur Smith Associates Inc., Columbia, S.C.
