T.Y. Lin International, the San Francisco design firm, has named Clark Fernon vice president in charge of a new southern California transportation group. He was associate vice president and San Diego unit business manager at AECOM. Also named to the group are Les Hopper, associate vice president and transportation manager, and Rodrigo Gonzalez, senior associate and supervising transportation engineer. Both are former officials of the California Dept. of Transportation.

Ian Anderson has joined CH2M Hill Cos., Denver, as president of its energy and chemicals business group. He joins the firm from The Shaw Group Inc., where he was executive vice president of project management for its Houston-based energy and chemicals group. In this position, Anderson replaces Garry Higdem, who remains president of CH2M Hill’s energy division.

Howard H. Roberts Jr. has joined Sam Schwartz Engineering, New York City, as senior vice president for transit and rail services. He will also be general manager of a new Philadelphia office to open later this year. Roberts had been president of New York City Transit and is also former deputy general manager of the Southeast Pennsylvania Transit Authority.

Kitchell Contractors, a Phoenix building contractor and a unit of Kitchell Corp., has elevated Mike Rock to president. He succeeds Mark Pendleton, who is retiring after more than 30 years. Rock had been vice president of Kitchell Contractors and is a 23-year company veteran.

The New York Building Congress, a Manhattan-based real estate and construction group, has named Peter Marchetto as its president. He is president of construction operations for Tishman Construction Corp. and former CEO of Bovis Lend Lease Americas, both New York City-based building construction managers.
