Daryl D. Dulaney is named president and CEO of New York City-based Siemens Industry Inc., a newly formed entity in the U.S. operations of German technology firm Siemens AG. The new unit combines its former U.S.-based building technology, transportation systems, energy and other businesses. Dulaney, who had been president and CEO of the building technology unit since 2005, joined Siemens in 1979.

O’Brien & Gere, East Syracuse, N.Y., has promoted Executive Vice President R. Leland “Lee” Davis to president and chief operating officer. Prior to joining O’Brien & Gere in 2007, he was chairman, president and CEO of Galson Corp.

U.K.-based architect RMJM has named Will Alsop principal for its London-based European business and head of a new studio that will involve work in the U.S. and in other global offices. He previously ran his own studio while associated with London-based architect Archial Group PLC. Alsop had been with that firm since 2006. RMJM also named Miriam White, formerly of Rafael Viñoly Architects, as operations director, and Scott Lawrie, a former senior executive at PRP Architects, as principal.

Ralph Kirkpatrick has joined GE Energy Infrastructure, Fairfield, Conn., as vice president and chief engineer. The firm is a unit of General Electric Co. He had served as executive vice president of operations for Rolls Royce Energy Systems.

Timothy J. Judge has joined Hill International, Marlton, N.J., as senior vice president for strategic development in its international project management group, based in Dubai. He previously served as director, project and program management group with WSP Group. Prior to that, he was director of urban development in the Middle East for Parsons Brinckerhoff.

Andre Martineau has been named senior vice president of operations at Ameresco Canada Inc., Toronto, following its Sept. 28 acquisition of Byrne Engineering Inc., Burlington, Ontario. He had been Byrne’s president and general manager. Ameresco Canada, a major energy-service company, is a unit of Ameresco Inc., Framingham, Mass.

McShane Development Co., a Rosemont, Ill., real estate development firm, has named Andrea Bills vice president. She will focus on the firm’s retail, hospitality and mixed-use markets. Bills is formerly vice president of new business development at Valencia Group and also served as vice president of mixed use and master planned communities at General Growth Properties Inc.

Lilian Abreu has joined Denver-based engineering consultant ARCADIS as project chemical engineer. An industry expert on reducing indoor air pollution impacts from vapor intrusion, she was senior staff engineer at Geosyntec. Abreu is lead author of a 3-D modeling document now being peer-reviewed that will support forthcoming U.S. Environmental Protection Agency guidance on vapor intrusion.

Charles R. Mehta has been named a partner and principal of Jaster-Quintanilla (JQ), a Dallas structural engineer, following its Sept. 18 acquisition of MWB Group, a water and wastewater engineer also based there. Mehta, MWB founder and principal, now leads JQ’s newly formed infrastructure division.

Flatiron Construction Corp., Longmont, Colo., has promoted Blair Brandon to president of its Canadian division. Brandon, a 10-year firm veteran, had been operations vice president.
