Peter A. Marchetto has joined Tishman Construction Corp., New York City, as president of construction operations. He previously served as CEO of Bovis Lend Lease, also locally based. He worked for Bovis for more than 25 years.

Pierre Duhaime has been elevated to president and CEO of Montreal-based SNC-Lavalin, Canada’s largest engineering and construction firm. He had been executive vice president responsible for the firm’s global mining and metallurgy operations. Duhaime, who joined SNC Lavaline in 1975, replaces Jacques Lamarre, who retired last month after 42 years.

Kameran L. Onley has joined PBS&J, Tampa, Fla., as associate vice president and principal project director in its federal environmental-services unit. She most recently was acting assistant secretary for water and science at the U.S. Interior Dept. Onley also served as associate director of environmental policy for the White House Council on Environmental Quality.

Thomas J. Spearing III has been named president of the Americas project-management group at Hill International Inc. He previously was senior vice president and chief strategy officer. In his new role, Spearing manages all of Hill’s U.S.-based project-management operations. Prior to rejoining the company in 2007, Spearing had been principal in charge of the western region for engineering firm STV Group Inc.

Barge Waggoner Sumner & Cannon Inc. has promoted Robert B. “Bob” Higgins Jr. to CEO and president. He was vice president and water- services manager for the Nashville engineer.
