Navy Picks Eight Firms for $15B Pacific Deterrence Construction Contract
Helicopter Sea Combat Squadron 25 will get a new hangar complex at Andersen Air Force Base in Guam via the first task order awarded under a new $15-billion indefinite delivery/indefinite quantity contract.
U.S. Navy officials selected eight firms to compete for task orders under a $15-billion, eight-year indefinite delivery/indefinite quantity multiple-award construction contract for design-build and design-bid-build projects. The contract is focused on work supporting the Dept. of Defense’s Pacific Deterrence Initiative.
Naval Facilities Engineering Systems Command (NAVFAC) Pacific received 13 offers for the work, according to the Sept. 17 Defense Dept. contract award notice. The selected firms include Acciona CMS Philippines LLC; Black Construction-Tutor Perini JV; CDM, a JV; Core Tech-HDCC-Kajima LLC; ECC Expeditionary Constructors LLC; Gilbane Federal JV; Nan Inc.; and Parsons Government Services Inc.
Congress established the Pacific Deterrence Initiative in its 2021 National Defense Authorization Act to “increase capability and readiness in the Indo-Pacific region.”
Capt. Brandon Casperson, director of the Indo-Pacific Command engineering division, said in a statement that the contract “streamlines the acquisition process for major infrastructure projects, enabling faster execution of essential posture improvements across the INDOPACOM area of responsibility.”
NAVFAC Pacific also awarded the first $116.3-million firm-fixed-price task order under the contract to ECC Expeditionary Constructors LLC. It covers design and construction of a helicopter sea combat hangar complex at Andersen Air Force Base in Guam. Navy officials expect work to be completed by November 2028.
Other work under the IDIQ contract may be performed in Australia, Papua New Guinea, Timor Leste, Micronesia, Philippines, Commonwealth of Northern Marianas Island, Midway and Wake Island, according to the award notice.
The award comes after NAVFAC Pacific awarded another $15-billion IDIQ contract to 10 firms for work primarily in Guam and NAVFAC Far East awarded a $1.5-billion contract to five firms earlier this month.
