Two Florida state representatives have filed legislation aimed at ending the state’s practice of authorizing advanced cost recovery related to nuclear and integrated gasification combined-cycle powerplants. The bill would require certain funds to be returned to ratepayers. The advanced cost-recovery law recently came under fire after Duke Energy canceled plans to build a nuclear plant. The utility collected an estimated $1.5 billion, spending $1.35 billion and keeping the remainder.
