In 2008, under a $130 million contract, an initial 2.7-mile east tunnel was completed by the Wheeling, Ill.-based joint venture Kenny-Shea-Taylor. Omaha, Neb.-based HDR led the pre-design work on the tunnels that will carry both influent and effluent.

The treatment plant, sited on 114 acres about 32 miles northeast of Seattle, will have the capacity to treat 36 million gallons of wastewater each day. It is designed to expand capacity to 170 mgd by 2040. The county also built a new community center and environmental education center on-site and will convert 70 acres of former industrial wasteland to open, public space with trails for hiking.

Portland-based Hoffman Construction completed the plant's site prep for $73 million, and Omaha's Kiewit built the solids plant for $166 million. Kiewit also completed the $91-million influent station. The complex's formal opening is scheduled for Sept. 24.
