As congressional Democrats fight with the White House over fiscal 2008 appropriations bills, lawmakers took steps to keep federal agencies running. With an initial stopgap expiring on Nov. 16 and none of the 12 individual 2008 appropriations measures enacted, House and Senate negotiators on Nov. 6 attached a second continuing resolution to a Dept. of Defense spending measure. The new CR would run through Dec. 14.
