Unless an unexpected roadblock appears, Mary E. Peters, President Bushs choice to head the Dept. of Transportation, is heading for Senate approval. The former Federal Highway Administration chief moved closer to confirmation Sept. 25 when the Senate commerce committee cleared her nomination, 22-0. The next step is floor approval, which could come before lawmakers leave by the end of September for their pre-election break.
