Jack Swann, former director of the Jefferson County, Alabama, environmental services department, was found guilty Oct. 1 of accepting bribes in return for influencing contract awards. Trial was held in U.S. District Court in Birmingham. The jury found Swann guilty of one count of conspiracy and six counts of bribery. Three construction firm presidents, and their Birmingham-based companies, also were found guilty of conspiracy and bribery. They are Bobby Rast of Rast Construction; Pat Dougherty of F.W. Dougherty Engineering; and Eddie Yessick of Roland Pugh Construction. Yessick and Roland Pugh Construction also were found guilty of mail fraud.
