The amount was lower than the Texas Dept. of Transportation’s estimate of $59 million.

Funding for the project includes $31.5 million in federal stimulus funding, with the remainder coming from Coordinated Border Infrastructure funds allocated for use in Webb County.

The Cuatro Vientos project includes the construction of a 7-mi roadway that extends from State Highway 359 near the State Loop 20 intersection, south to Mangana-Hein Road. The roadway will provide a relief route to U.S. 83 in south Laredo.

A second phase of the project to construct an overpass at the Cuatro Vientos/SH-359 intersection is scheduled for letting in May. The projected cost estimate for the second phase is $24.5 million.

J.C. Evans Construction Co. of Leander submitted the low bid of $33.8 million for the Cuatro Vientos (State Loop 20 extension) construction project for South Laredo.
