Alonzo L. Fulgham is the new vice president of strategy and sustainable international development at Denver-based CH2M Hill in the firm's environmental services business group. He has more than 20 years of experience in global strategic planning, business development, project design and business operations with the U.S. Agency for International Development. He served as the agency's chief operating officer, then was appointed acting administrator in January 2009.

Landscape architecture firm Design Concepts, Lafayette, Colo., has hired Carter Marshall to design municipal park projects in Colorado, including Wulf Recreation Center in Evergreen and a recreation area master plan for Nederland.

Robyn Bartling, landscape architect and project manager, joined Design Concepts in June and is working on municipal parks and recreation projects, including Raffety Park in Granby, Colo., and playground design projects in Colorado and Bellevue, Wash. Bartling previously worked for Denver's Mundus Bishop Design.Denver engineering firm Swanson Rink has hired John Thomas as director of special projects. He will further develop the firm's ability to provide constructible documents. Thomas has more than 28 years of experience in project development, budgeting and operations management. He was previously vice president for a Fortune 500 contracting firm in the Rocky Mountain region.

Brandon K. Parker has been hired as a design engineer in the structural department of JVA Inc.'s Boulder, Colo., office. He is experienced in the analysis of telecommunication towers and the design of tower modifications.

Chris Green is a design engineer II in the structural department at JVA Inc. His project experience includes educational, commercial, municipal, single-family and multifamily residential buildings. He also has a background in Revit modeling. Eric Schultz will work in JVA Inc.'s Boulder office as a structural engineering project manager. His experience includes designing custom homes as well as light commercial and multi-use structures.

Denver's Saunders Construction Inc. has promoted F. Graham Coddington to vice president of preconstruction services. He joined Saunders in 2003 after serving as a structural engineer with consulting firms in Denver and Dallas. For the past eight years, Coddington has worked as a senior manager in Saunders' preconstruction department.

Jim MacKinnon is the new chief estimator at Saunders Construction. He joined the firm in 1996 and has held positions from senior estimator to senior preconstruction manager. MacKinnon has served in several industry leadership positions, including the board of directors for the Associated General Contractors of Colorado, Future Leaders Forum and the Tilt-up Concrete Association.

Ted Rutledge has been appointed a transportation managing principal in Stantec's Denver office. He oversees the company's Colorado transportation teams. Before Stantec, Rutledge served as Colorado transportation department manager for a global design firm serving the regional market.
