A new federal request for information raises questions about scale, design and delivery. 

Plans are moving forward for a nearly 2,000-ft-tall skyscraper planned for Oklahoma City after Federal Aviation Authority officials and local airports say its height will hinder air navigation. 

The largest award in this round is $55.1 million to Tucson International Airport to shift or reconfigure a runway.

Largest grant in the round is $49.6 million to Kailua/Kona International in Keahole, Hawaii. 

The largest grant, $61.8 million, will go to Detroit Metropolitan Wayne County Airport in Michigan.

The bill includes $19.7-billion for Airport Improvement Grants.

The proposal includes new $8-billion, five-year program to upgrade FAA facilities, radar systems.

This further stopgap measures continues funding through March 8.

Last-minute action also extends Federal Aviation Administration authorization through Dec. 31.
