Darryl Schimeck has joined Veolia ES Industrial Services Inc., League City, Texas, as president and CEO. He previously had been president of Atlantic Plant Services Inc., an industrial services firm, and is a former executive at Waste Management Inc. Veolia ES Industrial, a unit of Chicago-based Veolia Environmental Services North America Corp., is the largest industrial cleaning services company in North America.

Matheson Financial Advisors, a McLean, Va.-headquartered financial adviser and investment banking consultant to engineers, environmental firms and contractors, has elevated David Cohen to the position of managing director. He continues to head the firm's Boston office. Matheson also has named Scott Cobb as a principal. He joins the firm from a previous role as vice president at Taylor Cos., a boutique investment bank and consulting firm.

Randy L. Larson has joined Professional Services Inc. (PSI), the Oak Brook, Ill., environmental engineer and testing firm, as president. Based in Oak Brook and Tampa, Fla., he had been president of the infrastructure, water and environment group at Atkins, also Tampa-based and formerly known as PBSJ Corp. Atkins, based in the U.K., acquired PBSJ in 2010. Larson had been a PBSJ board member and was the chairman of its construction unit. He is also the former chairman of the Construction Management Association of America and and was mayor of Plant City, Fla.

Elizabeth Sellers has been named deputy director of Los Alamos National Laboratory, an energy and security research unit of the U.S. Energy Dept. in New Mexico. Set to start on Dec. 5, she replaces Ike Richardson, who is taking an overseas assignment with Bechtel Corp., one of four entities that operates the lab. Sellers is formerly a senior vice president at AREVA Federal Services and also previously managed DOE's Idaho Operations Office in Idaho Falls, Idaho.

Antony "Tony" Elkins has joined Sylmar, Calif.-based contractor Tutor Perini Corp. in the newly created position of senior vice president of infra- structure development. He will lead its public- private partnership efforts. Elkins was executive vice president at Lend Lease Americas.

EMJ Corp., a Chattanooga, Tenn., contractor and construction management firm, has named Alex Grace as vice president of its new hospitality division. He had been operations director at A&N Construction Management, responsible for overseeing its hotel-sector work in the Southeast.

A. Wayne Lalle Jr. has joined Kraftson Caudle, a construction and government contracts law firm in McLean, Va., as a partner. He had been with Venable LLP, representing contractors and public owners in claims, litigation and contracts.
