MCDONALD
Joan McDonald, a veteran public- and private-sector transportation official, was nominated on Jan. 14 by New York Gov. Andrew Cuomo (D) to be commissioner of the state transportation department. She must be confirmed by the state Senate. McDonald is currently commissioner of the Connecticut Dept. of Economic and Community Development and has served as senior vice president of transportation for the New York City Economic Development Corp. She also is a former vice president of Jacobs Engineering Group and former deputy commissioner of the city Dept. of Transportation.
Robert B. Leonard has been named administrator of the municipal agency of Sacramento County, Calif., overseeing building and code enforcement, transportation, waste management and water resources, among other areas. He had been director of the county’s department of economic development and intergovernmental affairs and previously served as chief operating officer of its airport system.
New York University, New York City, has named Richard Lambeck chairman of the construction management department in its Schack Institute of Real Estate. He is an associate professor of CM and also principal of RL Project Management, a locally based consulting firm. Lambeck also is faculty adviser of the student chapter of the Construction Management Association of America.
JASTREM
BOYLAN
John Jastrem has been named chairman and CEO of Callison, the Seattle architect. In those respective roles, he replaces James P. Rothwell, who becomes a principal, and Robert J. Tindall, who left the firm. Jastrem had been executive board chairman of Callison Architecture Holding LLC, an entity formed by the architect’s private-equity investor in 2006. Rothwell, a 27-year firm veteran, is in charge of its commercial design practice. Executive Vice President Steven E. Epple also has left the firm.
Barbara J. Boylan has joined Skanska USA, the New York City-based construction group, as vice president and regional executive in New England. She is based in Boston. Boylan was vice president of design and construction at Boston Global Investors and had been design director of the Massachusetts Bay Transportation Authority.
Mike Cauley has joined Morrissey-Goodale, a Newton, Mass., industry management consulting firm, as principal consultant in its mergers & acquisitions practice. Based in Scottsdale, Ariz., he was financial analyst at Vanguard Properties.
