Keith Eastin has joined The Louis Berger Group, Morristown, N.J., as vice president of strategic planning for the firm’s work at global U.S. Defense Dept. installations. He most recently was assistant U.S. Army secretary for installations and environment, directing military construction, base closure, environmental and other programs at 150 Army installations around the world. Eastin also was a senior consultant for the U.S. State Dept. in Iraq.

Black & Veatch, Overland Park, Kan., named Gary Erickson director of business development in its federal services division. He had been president of federal services for engineer-contractor MWH Americas, Broomfield, Colo. Erickson was also director of the U.S. Air Force Center for Environmental Excellence in San Antonio.

Specialty contractor Coastal Mechanical Services, Melbourne, Fla., has promoted Paul J. Goodwin III to president. Formerly vice president of operations, he now also oversees Coastal Mechanical Special Projects, a CMS division.

Paul Baginski has joined Parsons Brinckerhoff, New York City, as senior vice president and national director of buildings, general infrastructure and federal work for its Americas unit. He had been director of federal programs for engineer Kleinfelder Inc. PB also promoted Roger Blair and Greg Kelly to president of the unit’s power-and-energy and transportation divisions, respectively.

Robert L. Shaw Jr. is named vice president of SmithGroup Inc., a Detroit-based engineer-architect, following its acquisition of Dallas-based architect F&S Partners, of which he was president. Shaw also is named office director of SmithGroup/F&S, the 40-person former F&S headquarters, and joins the SmithGroup board of directors.

Jones Lang LaSalle, the Chicago real estate and construction-management firm, has elevated Michael Yazbec to lead its construction services group there. He succeeds Dermot Roe, who relocates to Boston in a similar role for key U.S. markets. Yazbec was team leader for the firm’s variable project-management practice. He had been a principal at Charles Hall Construction LLC, Willowbrook, Ill., and a senior manager for Turner Construction in its special projects division in Chicago.
