Tutor Perini Lands $652M Grid Upgrade at Naval Base Guam
Scope includes underground feeders, four substation upgrades and grid-control improvements

U.S. Navy vessels are berthed at Naval Base Guam, where Tutor Perini has been awarded a $651.8-million contract to harden and modernize electrical infrastructure serving key military facilities.
Tutor Perini Corp. said June 11 it had been awarded a $651.8-million task order from Naval Facilities Engineering Systems Command Pacific to replace overhead electrical distribution feeders with underground systems at Naval Base Guam.
The project is intended to improve the resiliency and reliability of the base's power infrastructure by replacing primary and secondary overhead electrical distribution feeders with underground circuit conductors installed in concrete-encased duct banks. It also includes upgrades to substations, communications systems and grid-control equipment supporting electrical service at several Navy facilities on Guam.
Construction is expected to begin in April 2027 following a design phase scheduled to start in August. Substantial completion is targeted for June 2031. Tutor Perini will perform the work through a joint venture with its Guam-based subsidiary, Black Construction Corp., a longtime Guam contractor.

Federal procurement records indicate planning and design work associated with the project has been underway since at least 2023. The construction award advances those efforts toward execution.
Federal procurement notices indicate the project extends beyond feeder replacement to include upgrades to four substations, communications infrastructure and electrical control systems.
The work includes integration with Guam Power Authority supervisory control and data acquisition (SCADA) systems, installation of eight remote terminal units and new protective equipment designed to improve reliability across the installation.
Prior NAVFAC contract descriptions indicate the project supports electrical service at Naval Base Guam, Polaris Point and Naval Magazine Guam.

The award comes amid continuing military construction activity on Guam, where the Defense Department is investing in facilities, utilities and support infrastructure as force-posture initiatives shift additional military assets and personnel into the Indo-Pacific region.

Tutor Perini said the contract value will be added to its backlog during the second quarter of 2026.
