Matthew Heisley has joined Rainier Development Co. as a partner and Dallas-based senior vice president of retail. He was senior vice president of the Lincoln Property Co. retail division.
Primoris Services Corp. in Dallas has named Koti Vadlamudi president and CEO. He succeeds interim president and CEO David King, who remains board chairman. Vadlamudi joined Primoris after a 30-year career at Jacobs, most recently as executive vice president of operations. His experience includes work in energy, data centers, life sciences, semiconductors, environmental and government.
Sean Ouellette has been promoted to president of KAST Construction, West Palm Beach, Fla., from chief operating officer. He launched itsTampa division before relocating to West Palm Beach as COO.
Phillips Infrastructure Corp., Knoxville, Tenn., announced leadership shifts. Teddy Phillips Jr. , CEO since 2009, becomes board executive director; President Patrick McMullen, also a former chief financial officer, is elevated to CEO; and Gerry Arvidson, president of unit Phillips Heavy Inc., adds the role of corporate chief operating officer.
RS&H has named Kim Holland executive vice president of corporate development in Jacksonville, Fla., overseeing activities that include investments to support its 2030 strategic plan. She had been chief strategy officer and assistant secretary of strategic development at the Florida Dept. of Transportation, leading policy and planning, modal development and the Florida Rail enterprise. Holland also has 21 years of experience in previous RS&H management and was a voting member of the American Association of State Highway and Transportation Officers (AASHTO) Transportation Policy Forum.
Frank Fotia has launched Thirdline Construction, an Atlanta general contractor of which he is president. It handles commercial projects, including interior renovations, adaptive reuse and ground-up construction. Fotia was principal of F2 Collaborative and vice president of Leapley Construction Group.
Marcel Dinamarca has joined professional services firm STV in Tampa as vice president and technical lead for electrical, instrumentation and controls services as well as for SCADA automation in the firm's national water operating group. He was senior engineering manager and Southeast sector leader at GAI Consultants Inc.
Powers Brown Architecture, Houston, has elevated Bruce Walck, partner and president, to the added role of CEO, effective Jan. 1. He succeeds founding principal and CEO Jeffrey Brown, who continues as creative director. Brown co-founded the firm about 25 years ago with Joe Powers and has been CEO since 2018.
Richard Backa, Tampa-based business development manager of Baker Construction, is 2026 chair of the Associated Builders and Contractors of Florida, the state’s largest commercial construction advocacy group that represents more than 2,500 contractors, subcontractors, suppliers and others.
Nashville-based Gresham Smith has elevated two managers to executive vice presidents, effective Jan. 1. Matt D’Angelo is named to the role for the firm’s transportation business, succeeding Kent Black. D’Angelo is national service line leader for transportation systems management and operations. Jeff Kuhnhenn assumes the role in the life and work places unit. He has been its technical practice leader.
VHB has named Fabricio Ponce as manager of its new Atlanta-based Piedmont Atlantic region operation, effective in January. It will include five offices across Georgia and North and South Carolina, with more than 250 employees.
