A nursing college at the Macau Medical Complex, completed on time in 2019, was built by the Macau Special Administrative Region’s government to help alleviate an urgent need for local medical professionals. The facility already has been put to work for COVID-19 virus prevention and control as an isolation observation unit.

AECOM provided project management services to the government, a first for the region, and set high standards for contractors on the 16-story, 33,600-sq-m building. As there are no unified technical specifications in Macau, the technical team developed a mix of Hong Kong, Chinese, British and European standards for design and construction.

To promote safety, CCECC conducted monthly assessments and used evaluations to determine cash rewards and penalties. As a result, the project had no fatal accidents or serious injuries. Financial rewards and penalties were also used to keep subcontractors focused on completing tasks on time.

Deputy Project Manager Hu Hengliang attributes project success to “innovative communication and coordination mechanisms and strictly implementing construction control procedures.”
