New York Est4te Four Capital LLC is planning to build the Red Hook Innovation Studios office complex in Brooklyn’s Red Hook neighborhood. Tennessee The Scenic Land Co. is planning to develop Hillocks Farm, a mixed-use development on a 190-acre site in Hixson. Wisconsin SmartSand Inc., a mining company, is planning to build the SmartSands railroad freight terminal, located on an 85-acre site near Tomah, to ship fracking sand. Georgia M.A. Mortenson Co. has been awarded a $50.6-million firm-fixed-price contract by the Naval Facilities Engineering Command for construction of the Crab Island Security Enclave at the Kings Bay Naval Submarine Base. The project team will construct a 5,200-ft-long enclave fencing system and, to connect the fencing system to the floating port-security barriers, two land-water interface barriers.
