OKLAHOMA Valero Energy Corp. is planning to build the Plains Diamond Pipeline. PENNSYLVANIA The City of Reading is planning to upgrade the Fitz Island Wastewater Treatment Plant. It will entail rehabilitating the existing primary anaerobic digesters and renovating the existing solids-handling building to accommodate centrifuges and additional sludge-thickening and dewatering equipment. Also, a new environmental operations center will be constructed to act as the plant’s laboratory, office and administrative space. The project is valued at $100 million.
