Sen. John Kerry (D-Mass.) says he will put a “hold” on President Bush’s nominee to head the Federal Highway Administration, J. Richard Capka. Kerry slammed Capka’s stint as Massachusetts Turnpike Authority CEO, where he oversaw Boston’s Central Artery/Tunnel Project. Capka is FHWA’s acting chief. “We are certain once Senator Kerry gets the facts he will support Rick Capka’s nomination,” said an FHWA statement.
