An expert in UV disinfection systems, Collins has worked on the three largest such systems in the world. Collins was recently the technical adviser for the start-up of New York City's Cat-Del UV facility—the largest UV facility in the world. In addition, he serves as a UV expert on the planning, design, construction and start-up of the Los Angeles Dept. of Water and Power's UV facilities—the second- and third-largest UV disinfection facilities. He is also an expert in advanced oxidation process and led groundbreaking testing in oxidation of 1,4-dioxane and peroxide quenching. He is also responsible for performance testing of the Patoka Lake UV AOP facility, which is ARCADIS' first municipal UV AOP application.

At AECOM, he helped develop the firm's global risk management practice. He has made significant contributions to several high-profile programs around the world, including the $10-billion New Port Project in Doha, Qatar; the $4.5-billion Second Avenue Subway in New York City; the $4-billion Tappan Zee Bridge in Tarrytown, N.Y.; the $5-billion Simandou Rail project in Guinea, Africa; and the $2.5-billion National Highway of Networks Program in Trinidad and Tobago.
